David Watson was born and educated in Barbados, attending Turner’s Hall Primary School and later The Alleyne Secondary School in the parish of St. Andrew. Raised in a close-knit rural community, he was immersed from an early age in values centered on service, respect, teamwork, and collective responsibility. These formative years shaped his worldview and instilled in him a deep appreciation for leadership grounded in humility and purpose, principles that would later define his professional life in law enforcement, youth development, and public safety.
During his time at The Alleyne School, David distinguished himself academically and through strong leadership and extracurricular involvement. He served as Head Prefect, a position that demanded discipline, accountability, and the ability to inspire peers while upholding institutional standards. He was also an active member of the Cadet Programme, where he gained early exposure to structured leadership, civic responsibility, and teamwork. These experiences helped refine his sense of duty and reinforced his desire to contribute positively to society.
While at The Alleyne School, David achieved several notable milestones that highlighted both his leadership and communication abilities. He became part of the second group of Barbadian students selected to complete the prestigious Dale Carnegie Course in Public Speaking. This intensive program strengthened his confidence, sharpened his communication skills, and enhanced his leadership presence, skills that would later prove essential in his roles as an instructor, mentor, and public speaker across international audiences.
In 1985, David further demonstrated his creative aptitude by becoming only the second student at The Alleyne School to earn a General Certificate of Education (GCE) qualification in Photography. This achievement reflected an early passion for visual storytelling, media, and technology. His interest in creative communication would later become a defining strength, allowing him to bridge the worlds of law enforcement, public engagement, and media production with rare effectiveness.

David later immigrated to the United States. There, he continued his academic journey, earning an Associate’s Degree in Broadcast Technology followed by a Bachelor of Arts in Television and Film Production. His formal education provided him with a strong technical foundation and a unique interdisciplinary skill set that combined creativity, technology, and strategic communication.
While pursuing his studies, David joined the New York City Police Department (NYPD) as a Police Cadet. Upon completing his education, he was promoted to Police Officer and began his law enforcement career in Brooklyn’s 77th Precinct, widely regarded as one of the most challenging and high-crime commands in New York City. Serving in this demanding environment, he gained invaluable frontline experience and developed resilience, adaptability, and strong investigative instincts.
Throughout his time at the 77th Precinct, David served in multiple critical operational roles, including Patrol Officer, Community Policing Officer, Youth Officer, Crime Prevention Officer, and as a member of the Street Narcotics Enforcement Unit (SNEU). These assignments provided him with a comprehensive understanding of urban policing, community engagement, and proactive crime-reduction strategies, while reinforcing his commitment to building trust between law enforcement and the communities they serve.
Recognized for his innovation, leadership, and exceptional communication skills, David was later transferred to the NYPD Community Affairs Bureau. There, he founded the Bureau’s Video and Photography Unit, pioneering initiative that transformed how the NYPD documented its work and communicated with the public. This unit laid the groundwork for the department’s modern social media presence, digital storytelling, and public engagement strategies.
In 2014, David was selected as a Team Coordinator for the NYPD Reengineering Program, a department-wide initiative focused on modernizing operations and improving efficiency. In this role, he led a diverse team of NYPD personnel and civilian staff tasked with developing programs, process improvements, and actionable recommendations designed to enhance operational effectiveness, internal collaboration, and service delivery across the department.
For ten years, David also served as the Lead Coordinator of the NYPD Law Enforcement Explorer Program, mentoring young people between the ages of 14 and 21 who aspired to careers in law enforcement and public service. In this role, he managed the training and administration of more than 110 police officers and over 3,000 youth citywide, overseeing the program’s expansion and sustained impact for more than a decade. During his NYPD career, David received extensive training in tactical operations, investigative methods, hostage negotiation, surveillance technology, and active shooter response, becoming one of the department’s first certified Active Shooter Response Instructors.
David Watson ultimately retired from the NYPD as a Detective Second Grade, having demonstrated exceptional leadership, innovation, and dedication to public service. Following his retirement, he continued his lifelong commitment to community safety by delivering law enforcement and public safety training throughout the Caribbean. His work has strengthened institutional capacity, fostered meaningful community partnerships, and expanded youth engagement initiatives across the region, reflecting a career firmly rooted in service, mentorship, and lasting impact.
Anthony Leacock is a highly accomplished criminal investigator, law enforcement educator, and regional training specialist with more than two decades of distinguished service in policing, investigative leadership, and professional development. Throughout his career, he has demonstrated a steadfast commitment to integrity, accountability, and the protection of vulnerable populations, while consistently advancing investigative standards across national and international jurisdictions.
Educated in Barbados, Mr. Leacock attended the Coleridge and Parry Secondary School, where he earned O’Level certificates in English Language, Mathematics, Principles of Business, English Literature, and History. This strong academic foundation fostered critical thinking, effective communication, and ethical reasoning competencies that would later underpin his success as an investigator, leader, and educator. Upon completing his secondary education, he embarked on a professional path defined by discipline, innovation, and public service, with a clear focus on criminal investigations and safeguarding.
Mr. Leacock currently serves as the Director of Training and Development for the Caribbean Safety Agency (CSA). In this senior leadership role, he designs and oversees strategic training initiatives, develops regionally relevant curricula, and leads professional development programs that enhance law enforcement capacity throughout the Caribbean. His work blends extensive operational policing experience with modern instructional design, ensuring training programs are practical, legally sound, and aligned with international best practices. A central focus of his work at CSA involves youth development and online safety education, equipping young people with the knowledge, resilience, and digital literacy required to navigate online environments safely and responsibly.
Mr. Leacock’s policing career spans more than 20 years of high-level investigative service with the Metropolitan Police Service in the United Kingdom. During this time, he earned a strong reputation for managing and supervising serious and complex criminal investigations. As a Senior Detective Constable within the Online Child Sexual Abuse and Exploitation Command, he investigated offences involving the possession, creation, and distribution of indecent images of children, as well as organized networks engaged in child exploitation. His responsibilities included supervising investigative teams, managing intelligence development, executing search warrants, securing and analyzing digital and physical evidence, and preparing comprehensive case files for prosecution.
His work required close collaboration with the UK National Crime Agency and international law enforcement partners, providing him with significant experience in cross-border investigations and insight into the transnational nature of cyber-enabled crime. These assignments strengthened his expertise in digital investigations and reinforced his understanding of the evolving threats facing modern law enforcement agencies.
A significant portion of Mr. Leacock’s career, more than 18 years was dedicated to investigating serious sexual offences, child sexual abuse, and professional standards matters involving police misconduct, particularly sexual misconduct. His work in anti-corruption investigations within the Metropolitan Police Service contributed directly to organizational accountability and ethical governance, helping ensure honesty and integrity across all ranks. His expertise in Child Sexual Abuse Material (CSAM), safeguarding, digital media investigations, and serious sexual offences has made him a trusted subject matter expert across the Caribbean.
Before joining the UK police service, Mr. Leacock began his law enforcement career with the Royal Barbados Police Force, where he served as a Detective Constable investigating major crimes including murder, rape, and robbery. His duties included conducting suspect and witness interviews, gathering and preserving evidence, and preparing detailed investigative files for prosecution. These early experiences provided him with a strong grounding in investigative fundamentals and a nuanced understanding of policing within Caribbean social and cultural contexts.
Beyond investigations, Mr. Leacock is a dedicated educator. With more than five years of part-time lecturing experience, he has taught tertiary-level and professional students in criminal justice, investigative procedures, safeguarding, and ethical practice. He currently serves as an Associate Lecturer with Babcock International, delivering modules under the Policing Education Qualification Framework (PEQF) in the United Kingdom.
Regionally, Mr. Leacock has collaborated extensively with the Caribbean Law Enforcement Foundation (CLEF) and the Regional Security System (RSS) to design and deliver training in witness protection, crime scene management, safeguarding, and investigative best practices for Caribbean police officers. He has presented at Canterbury Christ Church University and delivered public safety and victim-care presentations to organizations including the Barbados Business and Professional Women’s Group. His collaboration with the Chief Justice of Barbados on judicial training initiatives further reflects his commitment to strengthening the wider criminal justice ecosystem.
Mr. Leacock holds a Bachelor of Science degree in Policing from Christ Church Canterbury University (UK) and a Diploma in Business Law from the Barbados Community College. His professional development includes extensive certifications from the Metropolitan Police Crime Academy in leadership, safeguarding, Achieving Best Evidence (ABE) interviewing, digital forensics, and advanced investigative methods.

Trebor Randle is a nationally and internationally respected law enforcement executive, investigator, and public safety educator with more than 30 years of distinguished service dedicated to protecting vulnerable populations, strengthening investigative standards, and developing ethical, effective law enforcement leadership. Her career reflects a rare blend of frontline operational experience, senior-level command leadership, and decades of instructional expertise across the United States and abroad.
Trebor Randle began her law enforcement career in 1993 as a uniformed Deputy Marshal in Columbus, Muscogee County, Georgia, where she gained early experience in patrol operations, court security, and community-facing enforcement responsibilities. In 1995, she was recruited by the Georgia Bureau of Investigation (GBI) as a Narcotics Agent, marking the beginning of a 26-year career with one of the nation’s most respected investigative agencies.
Throughout her tenure with the GBI, Agent Randle steadily advanced through the sworn ranks, serving as a Narcotics Agent, Special Agent, and ultimately Assistant Special Agent in Charge (ASAC) of the Region 3 Field Office in Americus, Georgia. In these roles, she supervised complex investigations, managed multi-jurisdictional teams, and provided strategic oversight for operations involving serious and violent crime. Her investigative specialties included narcotics trafficking, child abuse, crimes against the elderly, gang activity, and public corruption, areas that demand both technical precision and strong ethical leadership.
One of the most impactful assignments of her career was her appointment as Special Agent in Charge of the GBI Child Fatality Review Unit. In this statewide leadership role, Trebor Randle was responsible for overseeing the review, investigation, and analytical assessment of child deaths across the State of Georgia. She worked closely with law enforcement agencies, medical examiners, prosecutors, child welfare professionals, and multidisciplinary review teams to identify trends, uncover systemic gaps, and recommend policy and procedural improvements. Her work contributed to stronger investigative practices, improved interagency coordination, and enhanced prevention strategies designed to save lives and protect children.
Beyond her operational command roles, Trebor Randle is widely recognized as an exceptional educator and speaker, with more than 20 years of experience lecturing and training public safety professionals. She has delivered instruction to law enforcement, prosecutors, social service professionals, and community stakeholders on topics including child abuse and child death investigations, prevention strategies, leadership development, gang intelligence and intervention, ethics, and public corruption. In addition to her distinguished service in the United States, Trebor Randle has served as a senior law enforcement consultant with the Caribbean Law Enforcement Foundation (CLEF), where she has played a key role in strengthening investigative and leadership capacity across the Caribbean. In this role, she has delivered specialized training programs for regional and national agencies, including the Regional Security System (RSS) and the Association of Caribbean Commissioners of Police (ACCP). Her training portfolio has included Gang Investigation and Suppression Strategies, Human Trafficking Identification and Investigations, and Child Fatality Investigations, drawing directly from her extensive command experience and her leadership of statewide child fatality review processes in the United States. Through these engagements, Trebor Randle has worked with senior officers, investigators, and frontline personnel to enhance case management practices, improve interagency collaboration, and promote victim-centered investigative approaches. Her work with CLEF reflects a deep commitment to international capacity building and the transfer of proven best practices to Caribbean law enforcement agencies confronting complex, transnational crime challenges.
Academically, Trebor Randle holds a Bachelor’s Degree in Criminal Justice from St. Leo University and is a graduate of the prestigious Columbus State University Command College, where she earned a Master’s Degree in Public Administration. Her education complements her field experience, grounding her leadership approach in sound organizational management, policy development, and strategic planning.
She is an active member of several prominent professional organizations, including the Georgia Association of Chiefs of Police, the National Organization of Black Law Enforcement Executives (NOBLE), and the International Association of Women Police (IAWP). Now retired from active service with the GBI, Trebor Randle continues to serve as a sought-after speaker, trainer, and advisor, contributing her expertise to leadership development programs, investigative training initiatives, and international public safety partnerships. Her career stands as a testament to principled leadership, compassion for victims, and an unwavering commitment to improving the systems entrusted with protecting our communities.
Mr. Clement Sullivan was born in the island nation of St. Vincent and the Grenadines and migrated to Barbados in 1976, where he received his formative education and began developing the leadership qualities that would define his life’s work. He attended St. Lawrence Boys’ School and later Roebuck Secondary School, where he distinguished himself academically and socially. At Roebuck Secondary, Mr. Sullivan served as Head Prefect and represented the school in the island-wide Secondary School Challenge Debate Competition, confidently leading his team to the finals.
These early experiences sharpened his communication skills, discipline, and commitment to service—traits that would remain central throughout his career.
Mr. Sullivan earned his Ordinary Level Certificate in History through the University of London and completed additional academic studies under the Caribbean Examinations Council (CXC). In December 1984, he immigrated to the United States of America in pursuit of expanded educational and professional opportunities. Within nine months of his arrival, he enrolled at Kingsborough Community College in Brooklyn, New York, where he earned an Associate of Arts degree. Shortly thereafter, he enlisted in the United States Army Reserve, selecting the highly specialized field of Behavioral Health, a decision that aligned with his growing interest in human behavior, resilience, and mental wellness. While serving in the military,
Mr. Sullivan continued his academic journey, earning a Bachelor of Science degree from York College, City University of New York. He later completed a Master’s Degree in Clinical Social Work at Fordham University, where his exceptional academic performance earned him advanced standing, allowing him to complete the rigorous graduate program in just one year.
Mr. Sullivan completed a distinguished 26-year military career, serving honorably in a variety of leadership and clinical roles. His service included deployment on peacekeeping missions in Kosovo under NATO command, where he worked in complex, high-stress, and multicultural environments. Throughout his military tenure, he received numerous awards and medals recognizing his professionalism, dedication, and impact on the well-being of service members.
Today, Mr. Sullivan is a Licensed Master Social Worker (LMSW) in both Texas and New York, a Licensed Chemical Dependency Counselor (LCDC), and holds the Master Addiction Counselor (MAC) credential from NAADAC, the Association for Addiction Professionals. In addition to maintaining a private practice as a Mental Health Therapist, he serves as the Executive Director of the Caribbean Law Enforcement Foundation (CLEF) and is an active committee member of the Pan African Group in San Antonio, Texas.
Through his combined military, academic, and clinical experience, Mr. Sullivan remains deeply committed to advancing psychological resilience, leadership development, and wellness initiatives, with a particular focus on supporting law enforcement, underserved communities, and Caribbean-based programs.
As a finance professional with American International Group, Inc. (AIG), Angelus Watson played a critical role in supporting the operational and financial demands of a complex, global organization while maintaining strict adherence to accounting standards, reporting requirements, and compliance strategies. Her work was rooted in accuracy, accountability, and performance, contributing directly to AIG’s ability to manage risk, protect revenue, and meet the expectations of internal and external stakeholders.
In her role as a Research Analyst, she was responsible for ensuring that key departmental performance objectives were met on a consistent monthly basis. One of the primary goals under her oversight was achieving and sustaining a benchmark of collecting or resolving 80% of outstanding premiums more than 30 days old, with a particular emphasis on high-value accounts exceeding $150,000. These accounts required a heightened level of scrutiny, coordination, and follow-through, as they carried significant financial and reporting implications for the organization.
To support this objective, she conducted detailed reviews of customer trial balances on a monthly basis, identifying discrepancies, aging concerns, and trends that could impact cash flow or financial reporting. She generated and analyzed ad hoc accounts receivable reports tailored to the needs of senior management, enabling leadership to make informed decisions regarding collections strategy, exposure, and resource allocation. These reports were often used to prioritize high-risk accounts and guide escalation decisions in accordance with corporate policy.
A critical component of her role involved the timely escalation of unresolved items recorded on departmental logs. Her experience at AIG sharpened her ability to manage complex financial data, meet aggressive performance targets, and contribute to organizational efficiency, skills that continue to inform my work across finance, operations, and leadership roles, which she brought to manage the complex budget and regulatory task for the Caribbean Safety Agency.
